During the term of those
agreements, the three consulting firms completed numerous critical assignments in support of
the Engineering Division within the Public Works Department. All current agreements will
expire on June 30, 2026.

To ensure these on-call services remain available, staff advertised a Request for Qualifications
(RFQ) for on-call construction management and inspection services in April 2026. The RFQ
described the services needed, the selection process, and the not-to-exceed budget for each
agreement. Through the review and interview process, the three selected consulting firms
demonstrated the qualifications, responsiveness, and capacity necessary to provide these
services to the City.

DISCUSSION
The Engineering Division of the Public Works Department is responsible for advancing
numerous construction projects included in the adopted Capital Improvement Program (CIP)
and for ensuring that subdivisions and similar land development projects comply with City
approvals and governing regulations. Although the City employs highly skilled Public Works
inspection staff, consultant support is periodically needed to supplement internal resources
and address workload fluctuations.

Using on-call consultants allows the City to respond more efficiently than procuring services on
a project-by-project basis. With consultants already under contract, staff can assign tasks more
quickly, maintain project schedules, and obtain specialized services when needed.

Because workload demands vary over time, maintaining agreements with three on-call
consultants provides flexibility to assign work based on consultant availability, expertise, and
project scheduling needs. The consultants understand that the agreements do not guarantee
any minimum amount of work and that the full not-to-exceed budget amount may not be
expended during the agreement term. Work will be assigned through task authorizations based
on the needs of the Engineering Division.

Staff recommends that the City Council authorize the City Manager to enter into Professional
Services Agreements with the following firms:
1. Zoon Engineering
2. Consor North America, Inc.
3. 4Leaf, Inc.

Each agreement would have a not-to-exceed amount of $333,333 over the initial three-year
term, with an option to extend for up to two additional one-year terms.

EQUITY AND SUSTAINABILITY
Not applicable, as this item is a routine matter of City business.

OUTREACH
Not applicable as this item is a routine matter of City business.

Docusign Envelope ID: B93FD0DA-71E7-84AA-82DB-7BEFE9025956
