Consultant/Specialty Services
Several sections of curb and gutter, sidewalk, and pathway are affected by the roots of existing
trees. After the concrete is removed at these locations, the City’s on-call consultant, West
Coast Arborists, Inc. (WCA), will assess the tree roots to determine whether root pruning is
feasible or whether the extent of root pruning would compromise the tree. WCA will provide
their recommendations to City staff and then perform the pruning or removal, as directed by
staff. The goal is to preserve the trees whenever feasible, with removal used only as a last
resort. If a tree must be removed, a replacement tree may be planted, depending on the
location.

During construction, and depending on soil conditions encountered, one of the City’s on-call
geotechnical consultants may be used to provide soil and materials testing services to ensure
the improvements are constructed according to adopted standards.

Bids
Sealed bids for this project were opened on May 20, 2026. A total of 13 bids were received,
ranging from $127,490 to $385,797, compared with the Engineer’s Estimate of $203,500 (see
Attachment 2). The lowest responsive bid was submitted by Villalobos and Associates in the
amount of $127,490, approximately 37 percent lower than the Engineer’s Estimate. Staff
verified that past work performed by Villalobos and Associates was satisfactory and
recommends awarding the construction contract to this contractor.

Schedule
The proposed schedule for the project is as follows:

Approval of Plans and Special Provision/Award of Contract June 16, 2026
Start of Construction July 2026
End of Construction September 2026

EQUITY AND SUSTAINABILITY
Approval of this action advances the City's Climate Action Plan (CAP) – Materials &
Consumption strategy – by reducing greenhouse gas emissions through improvements to
mobility in the project areas. This project will support regional waste reduction efforts through
the use of recycled aggregates in concrete.

OUTREACH
No outreach was conducted, as this item is a routine matter of City business. Construction
notices will be sent to businesses and residents in areas affected by the project.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the citywide ONE Pleasanton Strategic Plan Goal of Investing
in Our Environment, Strategy 1 – Implement the four-year Capital Improvement Program (CIP)
to complete design and construction of budgeted capital projects.

FISCAL IMPACT
No funding is currently allocated in the Capital Improvement Program for the 2026
Miscellaneous Sidewalk and Pathway Replacement Project, CIP No. 26511. The anticipated
total project cost is $168,133, including a project contingency of $25,500. Staff recommends
Docusign Envelope ID: 70BFBB2E-A93B-8BCD-822B-E49DA8BA8BA4
