Page 1 of 3 <br />Item #13 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />June 16, 2026 <br />Public Works - Engineering Division <br /> <br />TITLE: APPROVE PLANS AND SPECIAL PROVISIONS, AND AUTHORIZE THE CITY <br />MANAGER TO ENTER INTO AN AGREEMENT WITH VILLALOBOS AND <br />ASSOCIATES IN THE AMOUNT OF $127,490 FOR THE 2026 MISCELLANEOUS <br />SIDEWALK AND PATHWAY REPLACEMENT PROJECT, CIP NO. 26511, AND <br />APPROVE A BUDGET AMENDMENT TO FUND THE PROJECT <br /> <br />SUMMARY <br />The Miscellaneous Sidewalk and Pathway Replacement project will remove and replace <br />damaged concrete sidewalks, pathways, curbs, and gutters, as reported to the City in the <br />Public Works customer service portal Maintstar. The plans and special provisions for the <br />project were created by Engineering staff, then competitively bid for construction. Staff <br />recommends awarding a construction contract to the lowest responsive bidder, Villalobos and <br />Associates, in the amount of $127,490. <br /> <br />RECOMMENDATION <br />1. Approve plans and special provisions for the 2026 Miscellaneous Sidewalk and <br />Pathway Replacement Project, CIP No. 26511; <br />2. Authorize the City Manager to enter into a construction contract with Villalobos and <br />Associates for the low bid amount of $127,490; <br />3. Authorize the Director of Public Works to approve and execute contract change orders <br />from a project contingency not-to-exceed $25,500, approximately 20 percent of the <br />contract; and <br />4. Approve a budget amendment transferring $168,133 from the Deferred Maintenance – <br />Asset Management Plan, CIP No. 26489 (Fund 201), to the 2026 Miscellaneous <br />Sidewalk and Pathway Replacement Project, CIP No. 26511. <br /> <br /> <br />BACKGROUND <br />This project removes and replaces curb and gutter in identified locations to improve <br />stormwater drainage and replaces damaged sidewalks that pose potential trip hazards for <br />pedestrians. Damaged concrete pathways at various City parks that pose potential trip hazards <br />will also be replaced as part of the project. <br /> <br />DISCUSSION <br />The 2026 Miscellaneous Sidewalk and Pathway Replacement Project, CIP No. 26511, <br />includes the removal and replacement of approximately 5,000 square feet of sidewalk, 2,400 <br />square feet of reinforced concrete pathway, and 60 linear feet of curb and gutter.
