ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

FCS 103
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
construction of the County Project would involve the use of construction lighting, field services (office
trailers), and electrically driven equipment such as pumps and other tools. According to the Prior
FEIR, the use of such equipment would not be wasteful with adherence to Section 6.60.070 of the
Alameda County Municipal Code, which limits construction, erection, alteration, repair, addition,
movement, demolition, or improvement to any building or structure outside of the County’s standard
permissible hours for construction (7:00 a.m. to 7:00 p.m. on any day except Saturday or Sunday and
8:00 a.m. to 5:00 p.m. on Saturday or Sunday).
Operation
According to the Prior FEIR, the County Project's operation would consume an estimated 1,729,121
kWh of electricity and an estimated 8,967,053 kilo-British Thermal Unit (kBTU) of natural gas on an
annual basis. For comparison, the County’s total electricity consumption in 2022 was approximately
10,395,384,395 kWh. Therefore, the County Project’s electrical consumption represents
approximately 0.017 percent of the County’s total 2022 electric consumption. The Prior FEIR found
that the County’s total natural gas consumption in 2022 was approximately 37,730,978,800 kBTU.
Therefore, the County Project’s natural gas consumption represents approximately 0.023 percent of
the County’s total 2022 natural gas consumption. Thus, the Prior FEIR determined that the County
Project would represent a nominal percentage of the County’s total electrical and natural gas
consumption during operation.
The County Project would also be required to include solar in compliance with Alameda County
Municipal Code Title 15, Buildings and Construction; Alameda County Municipal Code Chapter
15.08.010 indicates the County adopted California Code of Regulations Title 24, Part 6 (Energy
Code) standards for residential buildings. Title 24 standards include a broad set of energy
conservation requirements that apply to the structural, mechanical, electrical, and plumbing systems
in a building. For example, the Title 24 Lighting Power Density requirements define the maximum
wattage of lighting that can be used in a building based on its square footage. Title 24 standards,
widely regarded as the most advanced energy efficiency standards, would help reduce the amount of
energy required for lighting, water heating, and heating and air conditioning in buildings and promote
energy conservation. Compliance with these policies would ensure that building energy consumption
would not result in the use of energy in a wasteful, inefficient, or unnecessary manner.
According to the Prior FEIR, based on energy use estimations contained within the CalEEMod output
files used to estimate the County Project’s generation of GHG emissions, County Project-related
vehicle trips would result in approximately 6 million Vehicle Miles Traveled (VMT) and consume an
estimated 226,453 gallons of gasoline and diesel combined, annually.
The Prior FEIR determined that the County Project would not result in wasteful or inefficient energy
use as detailed more fully therein and summarized as follows. During construction, energy would be
consumed primarily through fuel use in construction equipment and vehicles. The County Project
would comply with applicable energy efficiency regulations, including California Building Code Title 24
and California Green Building Standards Code (CALGreen) standards. Operational energy use would
include electricity and natural gas for residential units, lighting, and water infrastructure. The project
