Resolution No. 2026-066
District; (4) a rezoning and Planned Unit Development (PUD-154) to construct 189 detached
single-family residences with 48 deed-restricted Junior Accessory Dwelling Units, and install
related on- and off-site improvements and infrastructure; (5) a Vesting Tentative Subdivision Map
8423 to subdivide said parcels totaling approximately 30 acres into single-family lots, private open
space and private access easements (hereinafter "the Project"); and (6) a Pre-Annexation and
Development Agreement ("PADA"); and
WHEREAS, the Project site is a vacant site located on the north side of Busch Road
consisting of APN 946-4634-1 and an approximately 3.4-acre portion of APN 946-4634-2; and
WHEREAS, the Project is subject to the applicable provisions of CEQA; and
WHEREAS, Section 15164 of the CEQA Guidelines provides that an addendum to a
previously adopted environmental impact report may be prepared if only minor technical changes
or additions to the project are necessary or none of the conditions described in CEQA Guidelines
Section 15162 calling for the preparation of a subsequent environmental impact report have
occurred; and
WHEREAS, the City has prepared an Addendum ("Addendum") to the previously certified
EIR to address minor revisions to the Project associated with the proposed annexation of the
Project site to the City. With the annexation, the City would assume land use jurisdiction over the
Project and would rely on the EIR as the primary environmental document, and
WHEREAS, the Addendum, labeled Exhibit A, attached hereto and made a part hereof,
determined that none of the conditions described in CEQA Guidelines Section 15162 will occur
as a result of implementation of the Project; and
WHEREAS, the Addendum identified and discussed environmental impacts of the Project,
previously analyzed and disclosed in the EIR, that will be reduced to a less than significant level
with specified mitigation measures. Approval of the Project by the City Council will therefore
require adoption of a Mitigation Monitoring and Reporting Program, which is included in Exhibit B
attached hereto and made a part hereof; and
WHEREAS, in addition, the Addendum discussed significant and unavoidable
environmental impacts of the Project concerning greenhouse gas emissions and transportation
that cannot be mitigated to a less than significant level even with the incorporation of feasible and
reasonable mitigation measures, previously analyzed and disclosed in the EIR; and
WHEREAS, the Addendum reflects the City's independent judgment and analysis on the
potential for environmental impacts for the Project; and
WHEREAS, the Addendum was posted to the City's website and referenced in the public
notice for the June 24, 2026, Planning Commission public hearing; and
WHEREAS, at its duly noticed public meeting of June 24, 2026, the Planning Commission
considered the Addendum along with the written agenda report, all public testimony, relevant
exhibits, and staff recommendations as to the Project; and
WHEREAS, prior to making its recommendation to the City Council on the Project, the
Planning Commission adopted Resolution PC-2026-15, recommending the City Council adopt the
Addendum, finding that the Addendum was prepared in compliance with CEQA Guidelines
