Resolution No. 2026-066
Page 3 of 4
Section 15162 and 15164, and finding that the Addendum adequately described the Project, its
significant environmental impacts, and mitigation measures; and
WHEREAS, the Addendum was referenced in the public notice for the July 27, 2026, City
Council public hearing; and
WHEREAS, at its duly noticed public meeting of July 27, 2026, the City Council
considered the Addendum along with the written agenda report, all public testimony, relevant
exhibits, and staff recommendations as to the Project.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON
DOES RESOLVE, DECLARE, DETERMINE, AND ORDER THE FOLLOWING:
A. The foregoing recitals are true and correct and made a part of this resolution.
B. The Addendum reflects the City's independent judgment and analysis on the potential
environmental impacts of the Project, and provides information to the decision-makers
and the public on the environmental consequences of approving the Project. Specifically,
the City Council does make and adopt the following findings and certifications in
compliance with the requirements of CEQA:
1. The City Council has independently reviewed and considered the Addendum for
the Project, along with the County EIR; and
2. The mitigation measures from the County EIR for the Project remain applicable to
the Project, and no new mitigation measures are required; and
3. The City Council hereby finds and determines that, pursuant to 14 CCR § 15162,
there is no substantial evidence in the record to demonstrate that one or more of
the following have occurred with regard to the Project:
a. Substantial changes are proposed in the Project which will require major
revisions of the County EIR due to the involvement of new significant
environmental effects or a substantial increase in the severity of
previously identified significant effects;
b. Substantial changes occur with respect to the circumstances under which
the Project is undertaken which will require major revisions of the County
EIR due to the involvement of new significant environmental effects or a
substantial increase in the severity of previously identified significant
effects; or
c. New information of substantial importance, which was not known and
could not have been known with the exercise of reasonable diligence at
the time the County EIR were adopted, shows any of the following:
I. The Project will have one or more significant effects not
discussed in the County EIR;
II. Significant effects previously examined will be substantially
more severe than shown in the County EIR;
III. Mitigation measures or alternatives previously found not to be
feasible would in fact be feasible and would substantially reduce
one or more significant effects of the Project, but the applicant
declines to adopt the mitigation measure or alternative; or
IV. Mitigation measures or alternatives which are considerably
different from those analyzed in the County EIR would
