Schematic Design. February 6, 2026.

2.3.3 - Proposed Land Use Designations and Zoning
The proposed project includes annexation of the approximately 30-acre project site into the City. The
proposed project would include a General Plan Amendment to redesignate the project site from the
County MDR land use to the City’s MDR land use (Exhibit 5). According to the City’s General Plan,
MDR allows for 2 to 8 du/acre. Annexation would involve City approval of a resolution to initiate
annexation proceedings, as well as Alameda County Local Agency Formation Commission (LAFCo)
approval of the boundary change.
The proposed project would also include pre-zoning of the project site to Planned Unit Development
(PUD)–MDR to be consistent with the proposed project density and General Plan land use
designation (Exhibit 5). The purpose of the PUD district, as stated in the City’s Municipal Code, is to
allow for tailored development standards, which ensure that the goals and objectives of the City's
General Plan are promoted without the discouragement of innovation by application of restrictive
development standards.
