Additional off-site
improvements are discussed in Section 2.3.7, Proposed Utilities.
Roadway, Bicycle, and Pedestrian Improvements
A separate approved and entitled project, known as the Villages at the Quarry Project, located south
of Busch Road, was approved by the City of Pleasanton on April 23, 2025. The Villages at the Quarry
Project is required to make various roadway, bicycle, and pedestrian improvements to Busch Road,
including bike lanes, sidewalks, a Class IV multiuse path, roundabouts into both the Villages at the
Quarry Project and the proposed project’s entrances, and a dedicated queueing lane for the PGS
facility.
If the proposed project is approved, the approval documents would include a binding provision in the
Pre-Annexation Development Agreement (PADA) obligating the Arroyo Lago project applicant to
implement the Busch Road improvements identified above and codified in Condition 14516 of the
Villages at the Quarry approval, in the event that the Villages at the Quarry Project does not move
forward or if the proposed project develops first. In addition to project-specific on-site and off-site
improvements, the project applicant would financially contribute to future planned improvements
along El Charro Road.

16 Condition 145 from the Villages at the Quarry Project reads as follows: The Project shall construct Busch Road along the
entirety of the Project frontage, as a two-lane roadway, in accordance with Section 19.36.050 of the Pleasanton
Municipal Code, inclusive of a single-lane roundabout which is the appropriate means of traffic control for safe and
efficient operation of the intersection of Busch Road and Street D (“Busch Road Improvements”). The roundabout shall
be designed to fit entirely within the existing right-of-way without requiring any dedication of additional right(s)-of-way by
developer or third parties. As a condition precedent to approval of the final map, the City and the applicant shall enter into
a subdivision improvement agreement, subject to the City’s bonding requirements, for the completion of the Busch Road
Improvements. The Busch Road Improvements shall be eligible for a fee credit in accordance with Pleasanton Municipal
Code Section 3.26.070. Should the applicable fee credits exceed the required transportation development fee, the
applicant shall be entitled to reimbursement pursuant to a reimbursement agreement in accordance with Pleasanton
Municipal Code Section 3.26.080.
