Resolution No. 2026-066 <br /> Page 4 of 4 <br /> substantially reduce one or more significant effects on the <br /> environment, but the applicant declines to adopt the mitigation <br /> measure or alternative. <br /> 4. The City Council finds that the Project is consistent with the City's General Plan <br /> and existing policies, including General Plan Land Use Policy 25 ("Annex <br /> urbanized pockets of unincorporated land adjacent to the city limits in areas where <br /> landowners are willing to accept City services and development standards"), <br /> insomuch as the Project will annex a nearly 30-acre pocket of unincorporated <br /> Alameda County adjacent to the city limits into the City and the Applicant is willing <br /> to accept City services and development standards; and <br /> 5. The City Council does hereby find and certify that the Addendum to the County <br /> EIR for the Project has been prepared and completed in compliance with CEQA; <br /> and <br /> 6. The City Council does hereby certify that the Addendum to the County EIR for the <br /> Project reflects the City's independent judgment and analysis; and <br /> 7. To the extent required by law, the Findings of Fact and Statement of Overriding <br /> Considerations prepared by Alameda County with regard to the EIR remain <br /> accurate and are hereby incorporated by reference; and <br /> 8.
