Arroyo Lago Residential Project
Addendum

FCS 57
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
3 - CEQA CHECKLIST
The purpose of the checklist is to evaluate the categories in terms of any changed condition (e.g.,
changed circumstances, project changes, or new information of substantial importance) that may
result in a changed environmental result (e.g., a new significant impact or substantial increase in the
severity of a previously identified significant effect) such that the prior certified environmental
document would require major revisions to ensure it is adequate for purposes of the modified project
(CEQA Guidelines § 15162).
The questions posed in the checklist come from Appendix G of the CEQA Guidelines. A “no” answer
does not necessarily mean that there are no potential impacts relative to the environmental category,
but rather that there is no change in the impact conclusion since it was analyzed and addressed in
the Prior FEIR. In other words, these environmental categories might be answered with a “no” in the
checklist because it has been determined that the proposed project does not introduce changes that
would result in a modification to the impact conclusion of the previously approved CEQA document.
This Addendum addresses the conclusions of the Prior FEIR to confirm whether additional
environmental review would be triggered for the proposed project pursuant to CEQA Guidelines
Sections 15162 and 15164.
3.1 - Explanation of Checklist Evaluation Categories
(1) Conclusion in Prior FEIR
This column summarizes the conclusion of the Prior FEIR relative to the environmental issue
listed under each topic. Because the County Project and Alternative 2 are substantially similar
in design, scope, and environmental considerations, the summary of the Prior FEIR
addresses them together for purposes of analysis in this document. Unless specifically noted,
descriptions of the Prior FEIR conclusions made with respect to the County Project are also
generally applicable to Alternative 2. Where the Prior FEIR reached different conclusions
regarding specific environmental topics or impact levels between the County Project and
Alternative 2, those distinctions are identified and discussed to ensure clarity and accuracy.
(2) Do the Proposed Changes Involve New or More Severe
Impacts?
The second column asks whether the proposed project, as compared to the County Project,
would involve significant new impacts or a substantial increase in severity of previously
identified impacts in the Prior FEIR. Pursuant to CEQA Guidelines Section 15162 (a)(1), this
column indicates whether the changes represented by the proposed project would result in
new significant environmental impacts not previously identified or mitigated by the Prior FEIR
