minimal financial
support, promotional
support, or facility use.
Example. Rotary
Halloween Spirit Run.

Eligibility and Application
Organizations eligible for support include local nonprofits (IRS 501(c)(3), (c)(4), or (c)(6)),
registered civic and community organizations, neighborhood associations, service clubs,
educational institutions, and veterans' organizations. For-profit organizations may apply only
when an event is demonstrably charitable in nature.

Applications are accepted annually from October 1–31 for the following calendar year through
the Community Special Event Support Application. Events that do not meet the minimum
eligibility requirements — including private events, politically affiliated events, events primarily
serving non-residents, or events in conflict with City policies — are ineligible.

Accountability and Reporting
All approved support arrangements will be documented through a written agreement. Event
organizers receiving City support must submit a post-event report within 30 days, including
attendance data, a description of how the support was utilized, a community benefit summary,
and documentation of any incidents. Organizations that fail to submit required reports will be
ineligible for future support.

Existing Events and Transition
Adoption of this Policy is intended to formalize and provide clarity for applicants and a
consistent framework for the events the City already supports. It is not intended to significantly
alter existing partnerships. Staff will work with current event organizers to bring existing
agreements into alignment with the Policy. The special event application process will continue
to operate in conjunction with this Policy.

OUTREACH
This item was discussed in an open meeting at the September 1, 2026 City Council meeting
and staff made adjustments to the policy based on Council feedback.

FISCAL IMPACT
The fiscal impacts of the annual support requests will vary and will be presented to the City
Council for review.

RECOMMENDATION
Adopt a Community Special Event Support Policy.
