Because hydro-excavation equipment is highly specialized, replacement units are not readily
available to rent. Equipment downtime can delay emergency repairs and routine maintenance,
affecting the City's ability to respond quickly to water system emergencies. Due to the size and
specialized nature of the equipment, the market does not currently offer a compatible electrical
option.

Replacing this vehicle is consistent with the City's approved 20-Year Vehicle Replacement
Plan. The proposed purchase will be made through the Sourcewell Cooperative Purchasing
Program, Contract No. 021726-VAC. Sourcewell is a nationally recognized government
cooperative purchasing agency that competitively solicits and awards contracts on behalf of
participating public agencies. This purchasing method complies with the City's purchasing
policies while providing the City with the best overall value and an efficient procurement
process.

EQUITY AND SUSTAINABILITY
Replacing Unit No. 300 supports the City's Climate Action Plan 2.0 by investing in modern
heavy-duty equipment that incorporates cleaner engine technology, reduced emissions,
improved fuel efficiency, and enhanced operational performance. Hydro excavation also
promotes environmental stewardship by reducing unnecessary roadway excavation,
minimizing restoration impacts, decreasing construction waste, and protecting existing
underground infrastructure.

OUTREACH
No additional public outreach was conducted for this purchase. Replacement of Unit No. 300 is
included in the City's approved Vehicle Replacement Plan and represents the routine
replacement of critical operational equipment necessary to maintain essential public services.

FISCAL IMPACT
The total not to exceed cost of $856,491 includes $744,775 to purchase the new Vac-Con
Hydro-Excavator Truck plus a 15 percent contingency of $111,716. Funding for this purchase
is budgeted in the Water Enterprise Fund (Account No. 42442101-440107) as part of the FY
2026/27 Vehicle Replacement Program.

RECOMMENDATION
Authorize the City Manager to execute a purchase agreement for one Vac-Con
VXPD4214LHE/1100 Hydro-Excavator Truck from Vac-Con, Inc., through the Sourcewell
Cooperative Purchasing Program, for a total not-to-exceed purchase amount of $856,491.
