ITEM NO. 10

ORIGINATING SECTION: Water Supply Engineering
CONTACT: Elliott Levitsky/Brandon Woods

AGENDA DATE: August 19, 2026

SUBJECT: Award a Contract for Preliminary Design and Owner's Representative Services for
the Regional Groundwater Development Project

SUMMARY:

• The proposed action supports Strategic Plan Goal B – Reliable Water Supply and
Infrastructure; Goal C – Safe Water; and Goal D – Groundwater Management; and
supports Initiative 5 – Develop a diversified water supply plan and implement supported
projects and programs; Initiative 6 – Continue to Effectively Implement Infrastructure
Projects in the Water System Capital Improvement Plan; and Initiative 11 – Manage the
Groundwater Sustainability Agency and implement the Groundwater Sustainability Plan.

• Zone 7 identified exploring the Bernal subbasin as an opportunity to increase groundwater
production capacity to meet projected future demands. The City of Pleasanton (City)
selected installation of new wells in the Bernal subbasin as the preferred option to replace
the Groundwater Pumping Quota it lost when its three wells were removed from service
due to per- and polyfluoroalkyl substances (PFAS). A joint feasibility study and the basis of
design report were completed to evaluate synergies of a joint project to meet these
objectives.

• The study confirmed that a joint project enables both agencies to achieve significant cost
savings through economies of scale, minimize impacts to the community and environment,
and gain long-term operational efficiencies. On May 20, 2026, the Zone 7 Board authorized
an agreement with the City for Zone 7 to implement the project, further described below.
The City Council plans to consider approval of the agreement on September 1, 2026.

• As the lead agency, Zone 7 plans to deliver the Project using the Progressive Design-Build
(PDB) contracting, a collaborative delivery approach that combines design and construction
under a single contract. PDB was selected to reduce the overall project schedule and
reduce project risks. In particular, early electrical design and equipment procurement are
intended to accelerate critical-path activities, including PG&E coordination, to meet the
Project's target operational date of December 2029.

Attachment 1
