Both measures are critical to meeting the Project’s December 28, 2029 target
operational date.

Owner's Representative Support Services
The Owner's Representative provides specialty technical expertise and independent review on
Zone 7's behalf through all phases of the Project, including supporting the PDB procurement,
reviewing design and procurement deliverables, verifying cost transpare ncy through the PDB
team's open-book pricing, assisting with evaluation and negotiation of the Guaranteed Maximum
Price, and providing construction management.

Under this contract, LSCE, teamed with Carollo Engineers and ESA, will provide the Owner's
Representative services for preliminary design, procurement of the PDB team, and CEQA
documentation. Authorization of the remaining Owner's Representative services to support
subsequent phases of the Project will be brought to the Board for consideration.

Owner’s Representative Services Selection
The consulting services for the Project were competitively procured under a Request for Proposals
(RFP) issued in 2024, consistent with Zone 7's Procurement Policy. The RFP encompassed both
the Feasibility Study (Phase I) and the subsequent design and implementation of the
recommended Project (Phase II), and reserved Zone 7's right to select the same firm to perform
Phase II services if the Project was determined to be feasible and both agencies elected to
proceed.

Proposals were evaluated in 2024 by a selection committee comprising Zone 7 and City of
Pleasanton staff, which selected LSCE as the best-qualified firm, with Carollo Engineers as its
subconsultant for conceptual engineering. Consistent with the RFP, Zone 7 requested a proposal
from LSCE to advance the Project through preliminary design and procurement of the PDB team.
LSCE's performance to date has been to Zone 7's satisfaction, and its established understanding
of the Project provides continuity through preliminary design and PDB procurement. Staff
recommends the Board authorize a new contract with LSCE for Phase II.

External Funding
Zone 7 continues to evaluate grant and other external funding opportunities that may help offset
project costs. The Agreement provides for Zone 7 and the City to cooperate so that the Project's
design, permitting, procurement, and construction support eligibility for applicable funding
programs. Staff will return to the Board for any authorization required to pursue such funding.
