To meet the application
deadline, on August 10, 2026, staff submitted a grant application on behalf of the City,
requesting $2,652,016 for design and construction of the Bernal Avenue Advanced
Transportation and Technology Project. Staff requests the City Council formally authorize the
grant application, in accordance with City procedures.

BACKGROUND
The ATTAIN grant program was created to fund the deployment and operation of advanced-
technology transportation projects, and exists to:
• Boost Safety: Cut down on traffic crashes, injuries, and deaths using smart tech.
• Reduce Congestion: Improve travel times and traffic flow through real-time data.
• Advance Innovation: Help local and State agencies maximize efficiency of the surface
transportation system.

The program, administered by the Federal Highway Administration, has a maximum funding
allocation of $120 million. Grant recipients are required to contribute a minimum non-Federal
local match of 20 percent. The US DOT anticipates announcing award selections the week of
September 30, 2026.

Due to the summer recess and short timeline between issuance of the NOFO and grant
submittal deadline, staff was unable to bring the request to authorize grant submittal to City
Council before the August 11 deadline. Details of the application and the authorization request
are being provided here in accordance with City procedures.

DISCUSSION
The ATTAIN grant program aligns with the current administration’s transportation priorities,
mainly:
• Rebuilding national infrastructure
