Of these, the
City's proposed project meets four project types identified in the ATTAIN Grant:
• Advanced transportation management technologies
• Infrastructure maintenance, monitoring, and condition assessment
• Transportation system performance data collection, analysis, and dissemination
systems
• Integrated corridor management systems

Proposed Grant-Funded Project
The Bernal Avenue Advanced Transportation and Technology Project meets the above project
types by adding the following technologies at 10 intersections between Foothill Road and First
Street/Sunol Boulevard/Bernal Avenue, and at Valley Avenue at Fairgrounds Gate 12:
• AI-enabled adaptive traffic signal technology
• New fiber optic communications
• New advanced traffic controllers

Bernal Avenue experiences frequent, variable travel demand driven by regional congestion,
school traffic, and Alameda County Fairgrounds events. The proposed improvements will
support more responsive signal operations by upgrading communications infrastructure and by
replacing aging traffic signal controllers, closing existing gaps and providing reliable,
continuous connectivity between field equipment and the City's Traffic Operations Center for
real-time signal timing adjustments. AI-enabled processing at individual intersections and
within the central signal management system will also let signal timing respond dynamically to
prevailing conditions.

OUTREACH
The Citywide Signal Upgrades Project is identified in the recently-adopted Pleasanton
Transportation Safety Action Plan (PTSAP) and includes fiber installation, modernization of
aging traffic signal technology, and implementation of adaptive signal timing technology – all
components of the proposed project.

A total of 16 outreach meetings were conducted for the PTSAP prior to its adoption by City
Council on May 19, 2026 including stakeholder, community, and citywide meetings with civic
organizations.

FISCAL IMPACT
As outlined below, the submitted application was for $2,652,016, with a 20 percent local match
Page 21 of 318
