25
In Pleasanton since March 2024, Ms. Yeong leads the City’s Public Works Department
where she oversees all operations and maintenance, utilities and environmental services, and
engineering activities. Upcoming projects include completion of water, sewer and storm system
master plans, development of an Asset Management Plan, and design and construction of new
wells to address PFAS, along with capital projects that advance the City’s strategic ONE
Pleasanton and Climate Action plans. Ms. Yeong has a bachelor’s degree in Construction
Engineering and Management and a master’s degree in Civil Engineering and Construction
Management from Iowa State University.

Utilities Planning Manager – Todd Yamello. Mr. Yamello has worked for the City for
eight years. He previously held roles as an Associate Civil Engineer for the City of Livermore,
Project Manager at Carollo Engineers, and Associate Engineer at Union Sanitary District. Mr.
Yamello holds a bachelor's degree in Environmental Engineering from California Polytechnic
State University-San Luis Obispo, earned between 1997 and 2002.

Director of Finance – Susan Hsieh. Ms. Hsieh was appointed as Director of Finance
for the City in August 2022. She has over 25 years of both private and public sector experience.
Prior to joining the City of Pleasanton, she served as the Finance Director for the cities of San
Leandro and Emeryville, during which she oversaw all aspects of the cities’ financial functions,
as well as in the Assistant Finance Director and other lead roles for two other agencies in the
Bay Area. Before transitioning to the public sector, Ms. Hsieh worked for a large national public
accounting firm leading audit engagements and conducting financial statement audits. Susan
holds a bachelor’s degree in Accounting and a master’s degree in Finance and Management.
She also holds professional certifications from UC Berkeley, Harvard Business School and
Pepperdine University and is a Certified Public Accountant.

Sources of Water Supply

Zone 7 Water Purchases. Zone 7 is the City’s sole potable water supplier. The treated
potable water delivered by Zone 7 must comply with the SWRCB Division of Drinking Water
(DDW) and the US Environmental Protection Agency (US EPA). Under its current agreement
with Zone 7, the City is limited in developing other water supply sources.

Zone 7’s water supply has two major components: 1) incoming water supplies available
through contracts and water rights each year, and 2) accumulated water supplies in storage
derived from previous years. Incoming water supplies typically consist of annually allocated
imported surface water supply and local surface water runoff. Accumulated or “banked” water
supplies are available in local and non-local storage locations. Imported water from the SWP,
which is owned and operated by the California Department of Water Resources (“DWR”), is by
far Zone 7’s largest water source, providing over 90 percent of the treated water supplied to its
customers on an annual average basis. Zone 7 continues to develop local sources of water to
diversify its water supply portfolio.

City Groundwater Production. Per the City’s agreement with Zone 7 (who also serves
as the Groundwater Sustainability Agency for the Livermore Valley Main Groundwater Basin) for
water supply, the City is allowed a groundwater production quota of 3,500 acre-ft/year, which
represents approximately 25 percent of the City’s total supply needs. The City owns three
groundwater wells to utilize its groundwater production quota. In November 2022, the wells had
to be removed from service due to the detection of PFAS. See “Regulatory Requirements”
below. As a result, the City is currently purchasing 100 percent of its water from Zone 7 at the
wholesale rate.
