Page 3 of 6 <br />Section V.B. Police Special Permits <br />Lions Wayside and Delucchi parks are in the heart of Downtown Pleasanton. With the recent <br />renovations, staff has received an increase in requests to use these parks and the bandstand <br />for special events. Use of these parks for organized events currently requires a special event <br />permit, but no fees have been established. To develop fees for the rental of these parks for <br />special events, staff reviewed hourly staff rates for facility monitors (Recreation Leader III), <br />general maintenance costs for the City's parks (based on the 2024 fee study conducted by <br />NBS), and comparable rental fees for outdoor spaces throughout the City, such as picnic and <br />field rentals. Comparable data was challenging to obtain for this particular space due to its <br />unique layout and amenities. <br /> <br />The currently approved General Fund (GF) subsidy categories were also mirrored in this <br />recommendation. Category I includes PUSD and co-sponsored user groups and provides a 40 <br />percent GF subsidy; Category II includes non-profit organizations and provides a 30 percent <br />GF subsidy; Category III includes Pleasanton residents for private use and includes a 20 <br />percent GF subsidy; and Category IV includes non-residents and businesses, and provides no <br />GF subsidy. No GF subsidy is recommended for the bandstand. <br /> <br />A security deposit is recommended in case of damage. The deposit is refundable after the <br />event if no damage occurs. <br /> <br />Table 4. Special event fees are calculated through <br />the special event permit process, based on the adopted MFS - "Actual Cost Basis (actual <br />costs, including direct costs)."
