Additionally, the Recreation Section has been reformatted for improved transparency and
readability.

BOARD/COMMITTEE/COMMISSION ACTION
At the August 3, 2026 Civic Arts Commission meeting, the commission voted unanimously to
recommend that the City Council adopt a resolution updating the MFS, Section VIII.
Recreation to include an add-on fee for a Drumkit Mic Set, and update the security deposit
language for the Firehouse Arts Center and the Firehouse Arts Center classrooms, as
included in Attachment 1.

At the August 13, 2026 Parks and Recreation Commission meeting, the commission voted
unanimously to recommend that the City Council adopt a resolution updating the MFS,
Section VIII. Recreation, as included in Attachment 1.

Section I. A. General and Administrative Fees and Section IX.A. Water Rates and Charges
Under California Civil Code Section 1719, payees may charge $25 for a returned check on the
first occurrence and $35 for each subsequent occurrence. The City's master fee schedule
includes only the $25 returned check fee. While additional occurrences are infrequent, staff
recommend adding the $35 fee to the master fee schedule to recover costs if they occur.
Public agencies may recover the administrative or bank processing fees incurred when a
vendor requests a stop payment on a paper check or an electronic funds transfer. Staff
recommend adding a stop payment service charge to the master fee schedule based on the
actual cost of the bank charge. These proposed fees will be added to Sections I.A. and IX.A.
of the master fee schedule once approved by the Council.

Table 5. Returned Check and Stop Payment Fees

Section VII. Finance Department
The current initial set-up fee for an assessment district is $1,500 per district. Staff recommend
changing the fee to actual costs, with an initial deposit of $5,000. The fee description is also
updated to include annexation-related assessment districts. The title of the fee section will be
changed from "Arbitrage Calculation Fees" to "Assessment District Administration and
Arbitrage Calculation Fees" for improved transparency. The current foreclosure action fee,
which covers staffing costs and the costs of obtaining the title report/insurance policy as part
of the legal enforcement process, is $2,000. Staff recommend changing the fee to actual
costs. While these transactions are infrequent, the proposed fees will allow the City to recover
the full cost and better manage cash flow.

Table 6.
