P26-0704, 1047 Serpentine Lane, Suites 400 and 500 Planning Commission
4 of 8
General Plan and Zoning Consistency/Compatibility
The subject site is designated General and Limited Industrial by the Pleasanton General Plan
Land Use Element. The General and Limited Industrial designation accommodates a range of
office, commercial, research and development, and light industrial uses co nsistent with
applicable zoning regulations. The proposed indoor recreation facility is considered a
commercial recreation/assembly use and is consistent with the intent of this designation. The
facility would operate entirely within an existing building and would not involve manufacturing,
outdoor storage, or other activities typically associated with more intensive industrial uses. Its
operational characteristics, including indoor activities, limited attendance, and scheduled
operating hours, would be comparable in scale and intensity to other commercial, recreational,
and service uses commonly located within business park environments.

The proposed project would also further applicable General Plan policies and programs,
including Sustainability Program 2.2, which encourages the reuse of vacant and underutilized
parcels and buildings within existing urban areas, and Industrial, Commercial and Office Policy
13, which seeks to ensure that commercial areas provide goods and services needed by
Pleasanton residents and businesses and the surrounding market area. The project would
reuse existing commercial space within a developed business park, utilizing existing
infrastructure, parking, and access, thereby promoting efficient use of existing development
while providing an additional indoor recreational service for Pleasanton and the surrounding
community.

The subject site is zoned Planned Unit Development - Industrial (PUD-I) District. The
applicable PUD permits a range of office, commercial, research and development, and light
industrial uses, and allows gymnasiums, health clubs, and similar indoor recreational uses,
subject to CUP approval. Accordingly, the proposed indoor recreation facility is an allowable
use at the site, subject to Planning Commission approval of the CUP and compliance with
applicable conditions of approval. The CUP process enables the City to evaluate the specific
characteristics of the proposed operation and impose conditions necessary to ensure
compatibility with surrounding properties and uses.

A primary consideration in reviewing a CUP is whether the proposed use would be compatible
with existing and reasonably anticipated uses in the surrounding area. The facility would
occupy space within an existing multi-tenant commercial building in Valley Business Park.
Surrounding properties contain a mixture of office, commercial, research and development,
light industrial, educational, daycare, religious, and similar business park uses. Indoor
recreation and fitness facilities are also established within Valley Business Park, Hacienda,
and other comparable business park settings in Pleasanton. These types of uses are generally
compatible with business park environments because activities occur predominantly indoors
and typically have operational characteristics that complement traditional weekday office and
industrial activity. In addition, the adjacent residential uses to the west are buffered by a 10-
foot-tall concrete block wall, further limiting the potential for conflicts with noise-sensitive
residential uses.

The relatively small scale of the proposed operation would further minimize its potential effects
on surrounding tenants and properties. The facility would operate on a scheduled basis and
would be limited to a maximum of 10 people on-site at any one time. Customer arrival and
departure times would generally be distributed throughout the operating period rather than
concentrated at a single time. Given the limited number of participants, the proposed use is not
