City of Pleasanton—Additional Housing Sites Rezonings Project
Addendum CEQA Guidelines Section 15164 Addendum

30
a) Scenic Vista
Would the project: Have a substantial adverse effect on a scenic vista?
Summary of Prior FEIR
Although the City’s General Plan does not specifically identify scenic vistas,
the hills and natural ridgelines within the City are considered scenic. In
addition, I-680 is an officially designated State Scenic Highway, and I-580 is
designated as an Eligible State Scenic Highway. The Prior FEIR noted that,
because the I-680 and I-580 corridors within the City are already mostly
developed, additional development associated with the buildout of the
General Plan would not result in greater visual impacts beyond the existing
conditions. Furthermore, the Prior FEIR concluded that conformance with the
applicable General Plan policies would reduce impacts related to scenic
vistas and scenic resources to a less than significant level.
Proposed Project Analysis and Conclusion
The proposed sites are located within previously developed urban areas;
however, the proposed project does not approve or entitle any specific
development. When future projects are proposed at the proposed sites, they
would be individually evaluated for impacts on scenic vistas. It is too
speculative to evaluate whether development on the proposed sites would
have a substantial adverse effect on a scenic vista, as there is not yet
information available about the structure heights, massing, or design
features; however, all future development would be required to comply with
the policies and actions of the General Plan, which are designed to protect
view corridors, scenic resources, and natural features. Future development at
the proposed sites would likewise be subject to design review and would be
required to comply with applicable provisions of the Municipal Code, the
General Plan, and the ODS,2 and demonstration of such consistency would
be subject to City review. These standards provide direction regarding use,
density, building mass and height, setbacks, architectural features, parking,
access, and street character. Compliance with such regulations and
objective design and development standards is compulsory. Therefore,
impacts would be less than significant, and the proposed project would not
result in a new or more severe adverse impact that was not previously
identified and disclosed in the Prior FEIR. No further analysis is required.

2 City of Pleasanton. Objective Design Standards for Housing Sites.
