City of Pleasanton—Additional Housing Sites Rezonings Project
CEQA Guidelines Section 15164 Addendum Addendum

31
b) Scenic Highways
Would the project: Substantially damage scenic resources, including, but not limited
to, trees, rock outcroppings, and historic buildings within a State
Scenic Highway?
Summary of Prior FEIR
Although the City’s General Plan does not specifically identify scenic vistas,
the hills and natural ridgelines within the City are considered scenic. In
addition, I- 680 is an officially designated State Scenic Highway and I-580 is
designated as an Eligible State Scenic Highway. The Prior FEIR noted that,
because the I-680 and I-580 corridors within the City are already mostly
developed, additional development associated with the buildout of the
General Plan would not result in greater visual impacts beyond the existing
conditions. Furthermore, the Prior FEIR concluded that conformance with the
applicable General Plan policies would reduce impacts related to scenic
vistas and scenic resources to a less than significant level.
Proposed Project Analysis and Conclusion
The proposed sites are located south of I-580 and east of I-680, which is an
area already subject to relatively dense development. Site A lies
approximately 0.65 mile west of I-680 and approximately 1.13 miles south of I-
580. Site B lies approximately 1.97 miles east of I-680 and approximately 0.15
mile south of I-580. Site C lies approximately 0.85 mile east of I-580 and
approximately 0.92 mile south of I-680. Site B would be visible from I-580;
however, Sites A and C would not be visible from either highway.
As specific site plans for the proposed sites are not available, it would be too
speculative to determine impacts to scenic resources at this time. Future
development consistent with the General Plan would be required to go
through design review, as outlined in Pleasanton Municipal Code Chapter
18.20, and would be required to comply with (1) Conservation and Open
Space Element Policy 8, which protects scenic hillsides and ridge views in the
City, (2) all applicable General Plan policies, and (3) the State Scenic
Highway Plan to ensure they would not obstruct views of scenic resources
from the State Scenic Highways. Consistency with such policies and
regulations would be subject to City review. Therefore, impacts would be less
than significant, and the proposed project would not result in a new or more
severe adverse impact that was not previously identified and disclosed in the
Prior FEIR. No further analysis is required.
