City of Pleasanton—Additional Housing Sites Rezonings Project
Addendum CEQA Guidelines Section 15164 Addendum

32
c) Consistency with Scenic Quality Regulations and Visual Character
Would the project: In non-urbanized areas, substantially degrade the existing visual
character or quality of public views of the site and its surroundings?
(Public views are those that are experienced from publicly
accessible vantage point.) If the project is in an urbanized area,
would the project conflict with applicable zoning and other
regulations governing scenic quality?
Summary of Prior FEIR
The Prior FEIR assessed the potential for implementation of development
under the General Plan to substantially degrade the existing visual character
or quality of the City and its surroundings under Impact VR-2. As discussed
therein, the majority of development associated with General Plan buildout
would take place either at the periphery of the City or as infill development,
which would result in few visual impacts. In addition, while General Plan
buildout would result in the removal of heritage trees as defined in Chapter
17.16 of the City’s Municipal Code, compliance with the tree preservation
ordinance defined therein would prevent the unnecessary removal of
heritage trees, thus minimizing impacts to the City’s visual character related
to such. Overall, the Prior FEIR concluded that compliance with applicable
goals, policies, and actions set forth by the General Plan, as presented
above, and regulations set forth in the Municipal Code would reduce
impacts related to the degradation of the existing visual character of the
City to less than significant.
Proposed Project Analysis and Conclusion
The proposed sites are located in an urbanized area. All of the proposed sites
are zoned as PUD for Industrial, Commercial, or Office designations. The
zoning of Site B also includes a designation for the HOZ District. The PUD
zoning provides flexibility in residential development standards and housing
types. Adherence with applicable design standards established by the ODS
would ensure well-designed and attractive projects that minimize aesthetics
impacts. Future development would be required to go through design review
to ensure compliance with the applicable design standards. Therefore,
impacts would be less than significant, and the proposed project would not
result in a new or more severe adverse impact that was not previously
identified and disclosed in the Prior FEIR. No further analysis is required.
