City of Pleasanton—Additional Housing Sites Rezonings Project
Addendum CEQA Guidelines Section 15164 Addendum

40
specifically found that the implementation of the General Plan would lead to
approximately 5.6 million Vehicle Miles Traveled (VMT), an increase of
approximately 46 percent over the existing conditions at the time. The Prior
FEIR concluded that, although compliance with General Plan policies and
actions would minimize the potential for General Plan buildout to conflict
with or obstruct implementation of the applicable air quality plan, due to the
increased level of air pollutant emissions associated with General Plan
implementation, a significant and unavoidable impact would occur.
Furthermore, according to the Prior FEIR, despite implementation of
applicable General Plan policies, criteria air pollutant emissions associated
with buildout of the General Plan would cause a substantial net increase in
emissions that exceeds the Bay Area Air District’s regional significance
thresholds, and impacts would be significant and unavoidable.
Proposed Project Analysis and Conclusion
The proposed project is located in the same air basin as the area evaluated
in the Prior FEIR. As explained in Section 2, Project Description, maximum
buildout of the proposed sites is within the scope of and would result in fewer
housing units than what was analyzed in the certified Housing Element
Update FEIR. Furthermore, the proposed sites are expected to be developed
under separate projects over the longer-term and may be subject to future
project-level CEQA analysis. In addition, they would also be required to
adhere to General Plan Air Quality and Climate Change Element Policies 1,
3, and 5, including Programs 1.1, 3.3, and 5.1, which require reviewing
proposed projects for potential impact to air quality and incorporating
measures in the conditions of approval for development projects to reduce
potential impacts.
Additionally, it is standard City procedure to include the following Bay Area
Air District BMPs in the project approval as Conditions of Approval in
accordance with General Plan Air Quality and Climate Change Element
Program 1.1:
1. All exposed surfaces (e.g., parking areas, staging areas, soil piles,
graded areas, and unpaved access roads) shall be watered two times
per day.
2. All haul trucks transporting soil, sand, or other loose material off-site
shall be covered.
