City of Pleasanton—Additional Housing Sites Rezonings Project
CEQA Guidelines Section 15164 Addendum Addendum

45
as well as compliance with Bay Area Air District regulations, would ensure
that impacts related to odorous emissions would be less than significant.
Proposed Project Analysis and Conclusion
As explained in Section 2, Project Description, maximum buildout of the
proposed sites is within the scope of and would result in fewer housing units
than what was analyzed in the certified Housing Element Update FEIR.
Furthermore, the proposed sites are expected to be developed under
separate projects over the longer-term future and may be subject to future
project-level CEQA analysis. In addition, they would also be required to
demonstrate compliance with the General Plan, including Policy 8, which
aims to minimize unpleasant odors in residential neighborhoods.
Odor impacts could occur if the proposed sites introduce a new odor source
near existing receptors. The Bay Area Air District provides a list of
recommended odor screening distances for specific odor-generating
facilities. According to the Bay Area Air District, residential uses are not odor-
generating facilities.
Potential sources that may emit odors during construction activities include
exhaust from diesel construction equipment. However, because of the
temporary nature of these emissions, the intermittent nature of construction
activities, and the highly diffusive properties of diesel PM exhaust, nearby
receptors would not be affected by diesel exhaust odors associated with
project construction. Odors from these sources would be localized and
generally confined to the immediate area surrounding the project site. The
proposed sites would utilize typical construction techniques, and the odors
would be typical of most construction sites and temporary in nature. Thus, the
proposed sites would not introduce a new odor source near existing
receptors during construction.
The proposed sites would involve the development of residential,
commercial, and mixed-use uses; operations could lead to odors from
associated vehicle exhaust and waste disposal. However, such odors
generated by operation would be small in quantity and duration and would
not pose an objectionable odor impact to future and existing receptors. Thus,
the proposed sites would not introduce a new odor source near existing
receptors during construction or operation, and impacts would be less than
significant. The proposed project would not result in a new or more severe
adverse impact that was not previously identified and disclosed in the Prior
FEIR. No further analysis is required.
