City of Pleasanton—Additional Housing Sites Rezonings Project
Addendum CEQA Guidelines Section 15164 Addendum

44
demonstrate compliance with the General Plan Policies and Programs
described above.
Development of the proposed sites would include construction activities that
would result in air pollution emissions from dust, fumes, equipment exhaust
and other air contaminants that could result in the exposure of sensitive
receptors to unhealthy levels of TACs or DPM from construction equipment
and vehicles. Individual development as a part of the proposed project
would be required to comply with Bay Area Air District BMPs to reduce
fugitive dust during construction and grading activities.
Long-term operation of the proposed project would include residential uses
that are not associated with ongoing emissions of TACs or DPM. In addition,
individual development as a part of the proposed project would be required
to comply with General Plan Air Quality and Climate Change Program 3.3,
which requires site-specific studies of air quality health risk that would place
sensitive receptors closer than 500 feet from the edge of a freeway or close
to a significant point source of air pollution.
Therefore, individual development projects subject to CEQA would be
required to conduct a project-level evaluation of construction- and
operational-related health risk exposures and, if feasible, to mitigate health
risks to less than significant levels. Accordingly, construction and operation of
the proposed sites would not result in the exposure of sensitive receptors to
unhealthy levels of pollutants, and impacts would be less than significant. The
proposed project would not result in a new or more severe adverse impact
that was not previously identified and disclosed in the Prior FEIR. No further
analysis is required.
d) Objectionable Odors Exposure
Would the project: Result in other emissions (such as those leading to odors or)
adversely affecting a substantial number of people?
Summary of Prior FEIR
Emissions such as those leading to odors have the potential to adversely
affect sensitive receptors within the project area. Pollutants of principal
concern include emissions leading to odors, emission of dust, or emissions
considered to constitute air pollutants. Air pollutants have been discussed in
sections ‘a’ through ‘c’ above. Therefore, the following discussion focuses on
emissions of odors and dust. According to the Prior FEIR, implementation of
General Plan policies and actions, such as Policy 8 of the Air Quality Element,
