City of Pleasanton—Additional Housing Sites Rezonings Project
Addendum CEQA Guidelines Section 15164 Addendum

50
direct loss of nesting habitat, nests, eggs, nestlings, or roosting special-status
bats. Consistent with the analysis in the Prior FEIR, the proposed sites would be
required to adhere to applicable General Plan policies, such as Policies 1
and 2, which promote the preservation of wildlife habitats and corridors and
encourage tree preservation. Specifically, General Plan Conservation and
Open Space Element Program 1.6 requires that projects analyze potential
impacts on wildlife populations and habitats prior to development using the
CEQA process or other processes, as relevant. Therefore, IM BIO-1 has been
incorporated below to fully implement General Plan Conservation and Open
Space Element Program 1.6 by requiring project-specific Biological Resources
Assessments (BRAs) and implementation of any resulting recommendations
before project development occurs. With adherence to the General Plan
and IM BIO-1, impacts to special-status bird and bat species would be less
than significant. No changes have occurred that would alter the Prior FEIR’s
conclusion. Therefore, impacts would be less than significant, and the
proposed project would not result in a new or more severe adverse impact
that was not previously identified and disclosed in the Prior FEIR. No further
analysis is required.
b) Sensitive Natural Communities or Riparian Habitat
Would the project: Have a substantial adverse effect on any riparian habitat or other
sensitive natural community identified in local or regional plans,
policies, or regulations or by the California Department of Fish and
Wildlife or United States Fish and Wildlife Service?
Summary of Prior FEIR
The Prior FEIR found that the Planning Area includes riparian corridors and
sensitive natural communities, including Sycamore Alluvial Woodland, and
that future development under the General Plan could result in loss or
modification of those resources. The Prior FEIR described riparian woodland
as one of the most valuable native habitat types in California because it
supports a diversity of wildlife species, and it notes that streams and
tributaries in the Planning Area serve as migration and dispersal corridors,
breeding sites, and thermal cover for wildlife. The Prior FEIR also identified
Sycamore Alluvial Woodland as a California Department of Fish and Game
(now California Department of Fish and Wildlife [CDFW]) sensitive habitat with
moderate potential occurrence in the Planning Area. Table S-2 of the Prior
EIR separately identified two related impact statements: loss or modification
of riparian habitat and loss of defined sensitive natural communities such as
Sycamore Alluvial Woodland.
