City of Pleasanton—Additional Housing Sites Rezonings Project
CEQA Guidelines Section 15164 Addendum Addendum

51
The program-level analysis relies on the General Plan’s conservation
framework to reduce these impacts. The Wildlands Overlay is specifically
intended to retain habitat and biological diversity, and the Conservation and
Open Space and Water elements include policies and programs related to
preserving natural habitat areas, supporting appropriate development
intensity adjacent to Wildlands Overlay areas, and protecting riparian
functions and wetlands. The Prior FEIR concluded that impacts would be less
than significant.
Proposed Project Analysis and Conclusion
The proposed sites are entirely within the Planning Area and urban
landscape evaluated in the Prior FEIR. The development of the proposed sites
would not conflict with the implementation of General Plan policies or
programs, such as Conservation and Open Space Element Program 1.6, 1.12,
2.2, 2.4, and 6.2, that reduce development near Wildland Overlay zones.
Future development on the proposed sites would be required to adhere to
federal, State, and local environmental regulations related to riparian
habitats and other sensitive natural communities. All proposed sites are
currently developed and do not appear to contain riparian habitat or
sensitive natural communities. However, to confirm this, implementation of IM
BIO-1, which requires the preparation of a BRA consistent with General Plan
Conservation and Open Space Element Program 1.6 as described above,
would be required to account for potentially significant biological resources
present on the proposed sites. Therefore, no changes have occurred that
would alter the conclusion made in the Prior FEIR. Therefore, impacts would
be less than significant, and the proposed project would not result in a new
or more severe adverse impact that was not previously identified and
disclosed in the Prior FEIR. No further analysis is required.
c) State or Federally Protected Waters and Wetlands
Would the project: Have a substantial adverse effect on State or federally protected
wetlands (including, but not limited to, marsh, vernal pool, coastal,
etc.) through direct removal, filling, hydrological interruption, or
other means?
Summary of Prior FEIR
The Prior FEIR found that the Planning Area includes wetland features and
that implementation of the General Plan could affect protected wetlands
and waters through direct removal, filling, or hydrological interruption. The
Prior FEIR’s own biological-resource significance criteria specifically included
federally protected wetlands as defined by Section 404 of the Clean Water
