City of Pleasanton—Additional Housing Sites Rezonings Project
Addendum CEQA Guidelines Section 15164 Addendum

52
Act (CWA), and the environmental setting notes that wetland features occur
in certain areas within the urban growth boundary (UGB) and elsewhere in
the Planning Area. The Wildlands Overlay and related biological-resource
discussions also recognize wetlands as part of the habitat network intended
for long-term preservation.
Even though wetlands can be sensitive to buildout-related disturbance, the
Prior FEIR treated these effects as less than significant at the program level.
The Prior FEIR tied biological protection to the broader conservation and
water-resource policy framework, including goals and programs related to
riparian functions and wetlands, and it also identified applicable federal,
State, and local biological resource regulations. The Prior FEIR concluded that
impacts would be less than significant.
Proposed Project Analysis and Conclusion
The proposed sites are entirely within the UGB, Planning Area, and urban
landscape evaluated in the Prior FEIR. Because of the developed nature of
the proposed sites, it is highly unlikely that these sites contain any State or
federally protected waters or wetlands. However, as previously discussed,
future development associated with the proposed project would be required
to comply with Sections 404 and 401 of the CWA, which would provide
protection for State and federally protected aquatic habitats, including
wetlands. Additionally, in alignment with General Plan Conservation and
Open Space Element Program 1.6 as described above, IM BIO-1 would be
implemented to identify potential jurisdictional features and provide
additional mitigation if necessary, lowering any potentially significant impacts
to less than significant levels. Therefore, no changes have occurred that
would alter the conclusion in the Prior FEIR. The proposed project would not
prohibit CWA or mitigation compliance. As such, through adherence to
federal and State policies and IM BIO-1, impacts would be less than
significant. The proposed project would not result in a new or more severe
adverse impact that was not previously identified in the Prior FEIR. No further
analysis is required.
