City of Pleasanton—Additional Housing Sites Rezonings Project
CEQA Guidelines Section 15164 Addendum Addendum

61
Proposed Project Analysis and Conclusion
As previously mentioned, the Prior FEIR indicated that the City contains
several archaeological resource sites. The proposed sites have been
previously developed and do not contain known archaeological resources.
However, future development consistent with the proposed project could
impact known archaeological resources and/or previously unidentified or
undesignated archaeological resources that could exist within the proposed
sites. Consistent with the conclusions of the Prior FEIR, future development of
the proposed sites would be required to comply with applicable adopted
State, federal, and local laws to protect archaeological resources.
Implementation of applicable General Plan programs and policies, such as
Program 5.1 to 5.3 and Policy 1, Municipal Code Section 18.140.030, and
project-specific environmental review would ensure that impacts to
archaeological resources would be less than significant. Therefore, the
proposed project would not result in a new or more severe adverse impact
that was not previously identified and disclosed in the Prior FEIR. No further
analysis is required.
c) Burial Sites
Would the project: Disturb any human remains, including those interred outside of
formal cemeteries?
Summary of Prior FEIR
The Prior FEIR did not present a separate impact discussion for human
remains, but it expressly noted that many prehistoric villages in the Planning
Area also contain human remains and that historic sites in the area may
include graves and cemeteries. It also relied on the City’s standard condition
requiring work stoppage and qualified professional evaluation if prehistoric or
historic artifacts or other indications of cultural resources are discovered
during excavation. The Prior FEIR determined that future ground disturbance
could encounter buried prehistoric resources, including places that may
contain human remains, but existing laws, CEQA procedures, and the City’s
standard stop-work condition would reduce impacts to a less than significant
level at the program scale. The Prior FEIR concluded that impacts would be
less than significant.
Proposed Project Analysis and Conclusion
The project sites are developed and therefore unknown burials are not
expected to be located on-site. Nonetheless, consistent with the conclusions
of the Prior FEIR, future development of the proposed sites would be required
to comply with the applicable provisions of existing laws, CEQA procedures,
