City of Pleasanton—Additional Housing Sites Rezonings Project
Addendum CEQA Guidelines Section 15164 Addendum

62
and the City’s standard stop-work condition in the event human remains are
encountered, thereby ensuring impacts would be less than significant.
Therefore, the proposed project would not result in a new or more severe
adverse impact that was not previously identified and disclosed in the Prior
FEIR. No further analysis is required.
d) Listed or Eligible Tribal Cultural Resources
Would the project: Cause a substantial adverse change in the significance of a Tribal
Cultural Resource, defined in Public Resources Code Section 21074
as either a site, feature, place, cultural landscape that is
geographically defined in terms of the size and scope of the
landscape, sacred place, or object with cultural value to a
California Native American Tribe, and that is listed or eligible for
listing in the California Register of Historical Resources, or in a local
register of historical resources as defined in Public Resources Code
Section 5020.1(k)?
Summary of Prior FEIR
The current CEQA Guidelines Appendix G defines a Tribal Cultural Resource
(TCR) as a site, feature, place, cultural landscape, sacred place, or object
with cultural value to a California Native American Tribe that is either listed in,
eligible for listing in, or determined significant under the California Register or
local criteria.
The Prior FEIR predates the formal inclusion of TCRs in CEQA Guidelines
Appendix G; therefore, it did not include a stand-alone TCRs checklist
section. Instead, the Prior FEIR addressed TCRs within the broader discussion
of prehistoric and Native American cultural resources. The Prior FEIR found
that the Planning Area contains prehistoric resources associated with Native
American use, including villages, campsites, burial areas, and ethnographic
resources, many of which may remain undiscovered in subsurface contexts.
These resources would meet the modern definition of TCRs, where they hold
cultural value to tribes.
The Prior FEIR determined that future development under the General Plan
could result in ground disturbance that may affect both known and
previously unidentified resources associated with Native American tribes. As
reflected in more recent CEQA practice, such impacts are typically
considered potentially significant because ground disturbance could alter or
destroy resources that qualify as TCRs.
