City of Pleasanton—Additional Housing Sites Rezonings Project
CEQA Guidelines Section 15164 Addendum Addendum

65
Proposed Project Analysis and Conclusion
On April 1, 2026, the City sent out Tribal consultation letters pursuant to SB 18,
which requires Tribal consultation for projects proposing a General Plan
Amendment, to identify additional significant TCRs meeting the criteria set
forth in subdivision (c) of the Public Resources Code Section 5024.1.3 Tribes
had 90 days to respond and request consultation (here, until June 30, 2026).
Responses were received from Wilton Rancheria (April 21, 2026), Tamien
Nation (April 3, 2026), the Northern Valley Yokut/Ohlone Tribe (April 10, 2026),
and the Confederated Villages of Lisjan Nation (April 7, 2026). The Wilton
Rancheria stated that they have no concerns with the proposed project. The
Tamien Nation stated that the project area is located outside of their
traditional Tribal territory and differed to the Lisjan Nation. The Northern Valley
Yokut/Ohlone Tribe requested additional information, which was provided by
the City via phone call, and no additional consultation request was received
from the Tribe. The Confederated Villages of Lisjan Nation requested
additional information related to the proposed project, which was provided
by the City on May 5, 2026; June 24, 2026; and June 25, 2026. Following the
City's provision of the requested information, no requests for formal
consultation or other responses were received prior to the close of the official
SB 18 consultation period. Therefore, SB 18 consultation officially concluded
on June 30, 2026. However, the City has voluntarily agreed to an informal
discussion with the Lisjan Nation to respond to a request received after the
end of the SB 18 consultation period.
Furthermore, implementation of policies and programs in the General Plan
and compliance with applicable current State, federal, and local
regulations, including but not limited to SB 18 and AB 52 regarding potential
impacts to existing or undiscovered eligible resources would ensure that
future development of the proposed sites would not result in significant
adverse effects to TCRs. Therefore, impacts would be less than significant. The
proposed project would not result in a new or more severe adverse impact
that was not previously identified and disclosed in the Prior FEIR. No further
analysis is required.

3 Assembly Bill (AB) 52 consultation requirements under Public Resources Code Section 21080.3.1 apply to
projects subject to CEQA that may affect Tribal Cultural Resources (TCRs); however, Section 21080.3.1(a)
applies only to negative declarations, mitigated negative declarations, and environmental impact reports
and is not applicable to this addendum.
