City of Pleasanton—Additional Housing Sites Rezonings Project
Addendum CEQA Guidelines Section 15164 Addendum

70
Increasing Reliance on Renewable Energy Sources
It is anticipated that the proposed project would be served by Pacific Gas
and Electric Company (PG&E) or an equivalent provider, which is subject to
SB 100 requirements mandating that 60 percent of electricity sales come
from renewable sources by 2030 and 100 percent carbon-free electricity by
2045. These requirements, combined with statewide efforts to increase
renewable energy generation, would reduce reliance on fossil fuels and
support energy conservation goals. Electric vehicle (EV) parking would be
required in compliance with State requirements, helping to support the
transition to electric transportation and reducing GHG emissions tied to fuel
combustion. Therefore, the proposed project would be consistent with this
criterion.
In summary, the proposed project would not result in the wasteful, inefficient,
or unnecessary consumption of energy resources during project operation,
and operational-related impacts would be less than significant. The
proposed project would not result in a new or more severe adverse impact
that was not previously identified or disclosed in the Prior FEIR. No further
analysis is required.
b) Energy Efficiency and Renewable Energy Standards Consistency
Would the project: Conflict with or obstruct a State or local plan for renewable energy
or energy efficiency?
Summary of Prior FEIR
The Prior FEIR concluded that with adherence to applicable regulations and
General Plan policies, future development consistent with the General Plan
would not conflict with or obstruct a State or local plan for renewable energy
or energy efficiency. As such, impacts were determined to be less than
significant.
Proposed Project Analysis and Conclusion
As explained in Section 2, Project Description, maximum buildout of the
proposed sites is within the scope of and would result in fewer housing units
than what was analyzed in the certified Housing Element Update FEIR. The
proposed sites are expected to be developed under separate projects over
the longer-term future and may be subject to future project-level CEQA
analysis.
The proposed project would be served by PG&E or an equivalent provider for
electricity use. PG&E’s current energy mix includes a substantial share of
