City of Pleasanton—Additional Housing Sites Rezonings Project
CEQA Guidelines Section 15164 Addendum Addendum

71
renewable and carbon-free sources, which exceeds the State’s current
mandate for renewable energy requirements set forth in SB 100 (SB 100
requires electricity providers to procure 60 percent of electricity needs from
eligible renewable sources by 2030 and 100 percent by 2045). Therefore, the
proposed sites would be consistent with SB 100.
CALGreen (Title 24, Part 11) institutes mandatory minimum environmental
performance standards, inclusive of energy use, for all new residential
structures and major renovations. In addition, the California Building Energy
Efficiency Standards (Title 24, Part 6) establish energy efficiency standards for
residential and nonresidential buildings to reduce California’s energy
demand. The City has adopted State energy conservation plans, including
CALGreen, through its Municipal Code and ODS. Additionally, the City’s CAP
2.0 includes strategies to increase renewable energy use and energy
conservation in new development projects, such as obtaining energy from
renewable sources and installing low-emission equipment.
Operations associated with development within the proposed sites would be
designed to comply with CALGreen and Title 24 standards and would be
required to demonstrate compliance by implementing sustainability and
energy efficiency measures such as high-efficiency lighting and HVAC
systems, low-flow water fixtures, dual-paned windows, and water-efficient
landscaping and irrigation systems. During plan check, the City’s building
department ensures that new projects include required Title 24 energy
efficiency standards. Therefore, the proposed project would not conflict with
or obstruct implementation of a State or local plan for renewable energy,
and this impact would be less than significant. The proposed project would
not result in a new or more severe adverse impact that was not previously
identified and disclosed in the Prior FEIR. No further analysis is required.
Conclusion
With regards to Energy, the Addendum demonstrates that:
1. No new or more severe impacts related to the proposed project or its
site have been identified.
2. There are no new circumstances involving new or more severe impacts
which were not discussed by the Prior FEIR.
3. No new information requiring new analysis or verification has been
identified which results in an impact which is more severe than
anticipated by the Prior FEIR.
