City of Pleasanton—Additional Housing Sites Rezonings Project
CEQA Guidelines Section 15164 Addendum Addendum

75
a) Earthquakes
Would the project: Directly or indirectly cause potential substantial adverse effects,
including the risk of loss, injury or death involving: (i)Rupture of a
known earthquake fault, as delineated on the most recent Alquist-
Priolo Earthquake Fault Zoning Map issued by the State Geologist
for the area or based on other substantial evidence of a known
fault; (ii) Strong Seismic Ground Shaking; (iii) Seismic-related ground
failure, including liquefaction; or (iv) Landslides.
i) Surface Fault Rupture
Summary of Prior FEIR
The Prior FEIR found that implementation of the General Plan would not
expose people or structures to rupture of a known earthquake fault, strong
seismic ground shaking, seismic-related ground failure, or landslides at a
program level. The Prior FEIR explained that the General Plan is a policy-level
document, and future development would be subject to site-specific review,
including compliance with applicable seismic safety regulations and
engineering standards. These standards include requirements from State law
and local policies contained in the General Plan’s Public Safety Element,
which govern building design, site suitability, and hazard avoidance.
The analysis reflected that while the region is seismically active, the risks
associated with seismic hazards would be addressed through regulatory
compliance and geotechnical evaluation at the project level. As such, the
General Plan itself does not directly result in increased exposure to seismic
hazards, nor does it substantially exacerbate existing risks. The Prior FEIR
concluded that impacts would be less than significant.
Proposed Project Analysis and Conclusion
The proposed sites are not underlain by Alquist-Priolo Earthquake Fault Zones;
therefore, there is not a risk of ground rupture at the proposed sites.
Furthermore, future development would be constructed in accordance with
the seismic design parameters established by the most recent requirements
of the CBC. As such, impacts related to seismic rupture of a known
earthquake fault were adequately addressed in the Prior FEIR. Therefore,
there would be no impact, and the proposed project would not result in a
new or more severe adverse impact that was not previously identified and
disclosed in the Prior FEIR. No further analysis is required.
