City of Pleasanton—Additional Housing Sites Rezonings Project
CEQA Guidelines Section 15164 Addendum Addendum

79
and the General Plan to ensure that impacts related to unstable soils remain
less than significant. For example, Municipal Code Chapter 20.08 requires
that foundations and other structural support features be designed to resist or
absorb damaging forces from on- or off-site landslide, lateral spreading,
subsidence, liquefaction, or collapse. Therefore, impacts would be less than
significant, and the proposed project would not result in a new or more
severe adverse impact that was not previously identified and disclosed in the
Prior FEIR. No further analysis is required.
d) Expansive Soils
Would the project: Be located on expansive soil, creating substantial direct or indirect
risks to life or property?
Summary of Prior FEIR
Expansive soils increase in volume when they absorb water and have the
potential to crack or otherwise compromise the integrity of building
foundations. The Prior FEIR stated that although expansive soils are common
throughout the City, as part of the construction permitting process, the City
requires site-specific reports for all construction projects to identify potentially
unsuitable soil conditions. The Prior FEIR concluded that compliance with CBC
standards and applicable General Plan policies would reduce impacts
related to expansive soils to a less than significant level.
Proposed Project Analysis and Conclusion
The Geotechnical Study to be undertaken by a registered civil engineer
and/or a registered geologist at the time of each individual project’s
environmental assessment would determine the presence of expansive soils
at the proposed sites and make the remediation recommendations.
In addition to the Geotechnical Study, future developments would be
required to adhere to the applicable Municipal Code, CBC, and General
Plan regulations to ensure that impacts from expansive soils would be less
than significant. Municipal Code Chapter 17.12 specifically requires the
consideration of geological hazards, including expansive soil, when
considering applications and permits for new developments or structures.
Therefore, impacts would be less than significant, and the proposed project
would not result in a new or more severe adverse impact that was not
previously identified and disclosed in the Prior FEIR. No further analysis is
required.
