City of Pleasanton—Additional Housing Sites Rezonings Project
Addendum CEQA Guidelines Section 15164 Addendum

78
erosion is dependent on individual site locations and on-site conditions during
construction. As such, because there are no specific projects being
proposed, it would be too speculative at this time to determine impacts at
individual sites. However, future development projects would be required to
prepare a Geologic Report by a registered civil engineer and/or a registered
geologist, depending on the site characteristics.5 Further, all new
development would be required to comply with the General Plan and
Municipal Code, as well as with mandatory NPDES permit requirements, as
the proposed sites are over the 1-acre threshold. General Plan Program 6.2
requires developers to include erosion mitigation, and Program 6.3 requires
irrigation systems to be developed to minimize the potential for soil saturation
and excessive runoff. Additionally, Municipal Code Chapter 20.08 regulates
grading activities, including drainage and erosion control. Therefore, impacts
would be less than significant, and the proposed project would not result in a
new or more severe adverse impact that was not previously identified and
disclosed in the Prior FEIR. No further analysis is required.
c) Unstable Geologic Location
Would the project: Be located on a geologic unit or soil that is unstable, or that would
become unstable as a result of the project, and potentially result in
on- or off-site landsliding, lateral spreading, subsidence,
liquefaction, or collapse?
Summary of Prior FEIR
The Prior FEIR identified that development within the City could be subject to
geologic hazards, including liquefaction, landslides, lateral spreading, and
subsidence/settlement. The Prior FEIR noted that, while potentially unstable
soils may occur in the City, compliance with applicable CBC requirements,
Municipal Code provisions, and General Plan policies would reduce risks
associated with geologic hazards to a less than significant level.
Proposed Project Analysis and Conclusion
As determined through the California Geological Survey (CGS) Seismic
Hazards Program Liquefaction Zones Map, Site B is located within an area
susceptible to liquefaction. Sites A and C are not located within areas
susceptible to landslide or liquefaction. As stated above, future projects at
the sites would be required to prepare a site-specific Geotechnical Study
and adhere to its recommendations. Furthermore, individual projects would
be required to adhere to applicable CBC, Municipal Code requirements,

5 City of Pleasanton. Municipal Code. Chapter 17.12 Geologic Hazards.
