City of Pleasanton—Additional Housing Sites Rezonings Project
Addendum CEQA Guidelines Section 15164 Addendum

92
would not be blocked by temporary construction activities (which would
occur more locally to the project sites). Consistent with the analysis in the
Prior FEIR, future development on the proposed sites would not conflict with
an adopted emergency response plan. Therefore, impacts would be less
than significant, and the proposed project would not result in a new or more
severe adverse impact that was not previously identified and disclosed in the
Prior FEIR. No further analysis is required.
g) Wildland Fires
Would the project: Expose people or structures, either directly or indirectly to a
significant risk of loss, injury or death involving wildland fires?
Summary of Prior FEIR
The Prior FEIR determined that portions of the Planning Area, particularly at
the urban-wildland interface, may be subject to wildfire hazards. Future
development could increase exposure to fire risk in these areas. However, the
analysis explained that wildfire risk is addressed through State and local fire
codes, defensible space requirements, building standards, and fire hazard
severity zone regulations. The General Plan includes policies for fire
protection, emergency preparedness, and coordination with fire agencies,
which reduce risks associated with wildfire exposure. The Prior FEIR concluded
that impacts would be less than significant.
Proposed Project Analysis and Conclusion
The project sites are not located within the urban-wildland interface.
According to the California Department of Forestry and Fire Protection (CAL
FIRE) Fire Hazard Severity Zone) (FHSZ) Map, the proposed sites are located in
an urban area that is not within a FHSZ.8 The Tri-Valley LHMP determined that
the highly urbanized portions of the City, including where the proposed sites
are, have little or no wildfire risk exposure.9 As individual projects are
proposed at the sites, the Livermore Pleasanton Fire Department (LPFD)
would review architectural and development plans to ensure that new
development projects meet fire protection and emergency access
requirements in accordance with Section 20.24.010 of the Municipal Code,
which implements the California Fire Code on a local level. As a result of
project site conditions and through compliance with applicable local, State,

8 California Department of Forestry and Fire Protection (CAL FIRE).
