City of Pleasanton—Additional Housing Sites Rezonings Project
CEQA Guidelines Section 15164 Addendum Addendum

91
and the proposed project would not result in a new or more severe adverse
impact that was not previously identified and disclosed in the Prior FEIR. No
further analysis is required.
f) Emergency Response and Evacuation
Would the project: Impair implementation of or physically interfere with an adopted
emergency response plan or emergency evacuation plan?
Summary of Prior FEIR
The Prior FEIR found that future development could increase population and
traffic, which could potentially affect emergency access or evacuation
routes during emergencies. However, the General Plan incorporates policies
addressing circulation, emergency access, and coordination with local
emergency services. The analysis explained that roadway planning, access
requirements, and emergency response coordination are integrated into the
development review process. Projects must maintain adequate emergency
vehicle access and cannot impede designated evacuation routes. Because
these requirements are incorporated into planning and development
standards, the Prior FEIR determined that the General Plan would not
substantially interfere with emergency response or evacuation plans. The Prior
FEIR concluded that impacts would be less than significant.
Proposed Project Analysis and Conclusion
The City adopted an updated Emergency Operations Plan (EOP) in June
2025 for the City’s emergency management activities, outlining how the City
coordinates its response to major emergencies and disasters.7 The EOP
incorporates current requirements from the Standardized Emergency
Management System (SEMS), National Incident Management System (NIMS),
and California Office of Emergency Services (Cal/OES) and addresses
hazards including earthquakes, severe weather, landslides, and floods.
Implementation of the proposed project would not result in any substantial
modifications to the existing roadway system and, thus, would not physically
interfere with the EOP, particularly with identified emergency routes.
Furthermore, the proposed project would not include land uses or operations
that could impair implementation of the EOP.
The main roads into and out of the vicinity of the proposed sites would be I-
680 in the north–south direction and I-580 in the east–west direction. These
roads would act as the main evacuation routes into and out of the City and

7 City of Pleasanton. 2018. Emergency Operations Plan. March, updated June 2025.
