City of Pleasanton—Additional Housing Sites Rezonings Project
Addendum CEQA Guidelines Section 15164 Addendum

104
located near transportation hubs or local commercial areas. These policies
are included under Goal 2, which encourages a well-rounded community
that maintains desirable neighborhoods, supports employment opportunities,
and provides a variety of community facilities. In addition, General Plan Goal
3 promotes development in an efficient, logical, and orderly manner. Policy
23 further supports predictable growth by regulating the number of housing
units approved each year to allow adequate infrastructure planning.
The proposed project would implement these policies by applying a new
General Plan overlay to and rezoning developed infill sites within the City’s
urbanized area to allow additional residential development in locations near
existing employment, commercial, transportation, and infrastructure systems.
The proposed project would also support Action E6 of the City’s CAP 2.0 by
contributing to a better jobs-housing balance, increasing housing
opportunities, and encouraging new housing in locations with access to
transit options and employment hubs.
Consistent with the General Plan, all of the proposed sites are currently zoned
as PUD – Industrial/Commercial/Offices (the zoning for Site B also includes the
HOZ District). The proposed project rezoning and application of a new
General Plan overlay is limited to the allowance or increase of residential
density. The PUD designation ensures compatibility with surrounding uses and
consistency among goals and policies of the General Plan and applicable
Specific Plans. In addition, the rezoning of the proposed sites remains
consistent with the General Plan Housing Element policies and programs that
are meant to ensure logical and orderly development. Furthermore, future
development of the proposed sites may be required to undergo project-
specific discretionary environmental review, ensuring consistency with
Measure PP in the General Plan. Designation of these proposed sites to allow
residential development would aid in meeting the City’s Regional Housing
Needs Allocation (RHNA) plan for an addition of 5,965 new housing units
between 2023-2030. Future development on the proposed sites would be
required to comply with the land use and density restrictions described in
Section 2, Project Description, Table 1, as well as the City’s ODS. The
proposed sites are located well outside of the Airport Land Use Compatibility
Plan (ALUCP) and would therefore not conflict with the ALUCP policies and
regulations.
Therefore, impacts would be less than significant, and the proposed project
would not result in a new or more severe adverse impact that was not
