City of Pleasanton—Additional Housing Sites Rezonings Project
CEQA Guidelines Section 15164 Addendum Addendum

103
as an interstate highway, railroad tracks, or the removal of a means of
access that would impact mobility. The proposed sites are developed and in
urbanized areas, and development would not interfere with currently existing
infrastructure, such as highways or railroad tracks. Future development on the
proposed sites would be required to comply with policies and actions that
ensure community connectivity. Therefore, impacts would remain less than
significant, and the proposed project would not result in a new or more
severe adverse impact that was not previously identified and disclosed in the
Prior FEIR.
b) Conflict with Applicable Land Use Plans, Policies, or Regulations
Would the project: Cause a significant environmental impact due to a conflict with
any land use plan, policy, or regulation adopted for the purpose of
avoiding or mitigating an environmental effect?
Summary of Prior FEIR
According to the Prior FEIR, the General Plan introduced new land use
designations that could place residential uses near commercial and industrial
areas, creating the potential for land use conflicts related to noise, odors,
truck traffic, and other nuisances. The General Plan includes residential land
uses close to commercial, industrial, and other non-residential uses, which
could generate compatibility concerns during both construction and
long-term operation. However, these potential conflicts would be addressed
through existing City regulations, including zoning standards for setbacks,
noise, emissions, buffers, and parking, as well as the City’s development
review process. General Plan policies requiring landscape buffers, mixed-use
compatibility, and mitigation of high-impact uses further ensure that conflicts
are minimized.
Proposed Project Analysis and Conclusion
Consistent with the Plan Bay Area 2050 Sustainable Communities Strategy,
modification in land use regulations effected by the proposed project would
improve the quality of housing inventory, conserve existing neighborhoods,
and increase housing affordability through the addition of available housing.
In addition, as detailed above, the proposed sites are within the UGB.
The proposed project would also be consistent with applicable General Plan
Land Use Element goals and policies that support orderly infill development
and compatibility with the City’s planned land use framework. General Plan
Policy 4 requires that development be consistent with the General Plan Land
Use Map, and Policy 9 supports residential infill in locations conveniently
