City of Pleasanton—Additional Housing Sites Rezonings Project
CEQA Guidelines Section 15164 Addendum Addendum

109
a) Substantial Noise Increase in Excess of Standards
Would the project: Expose persons to or generation of noise levels in excess of
standards established in the local general plan or noise
ordinance, or applicable standards of other agencies?
Summary of Prior FEIR
The Prior FEIR included an analysis of potential noise impacts associated with
construction and operation of new development occurring pursuant to the
General Plan. The Prior FEIR concluded that new development within the City
would avoid significant impacts by conforming with requirements for
acoustic analysis under the General Plan, as well as by achieving subsequent
compliance with interior and exterior noise standards through application of
any necessary special construction or noise the General Plan and in the
current Pleasanton Municipal Code, the City would prevent the
development of land uses in areas with inappropriately high ambient noise
levels; would ensure that any development of noise-sensitive land uses
include the study and adequate mitigation of noise impacts; and would
prevent activities or new uses that generate excessive levels of noise at
sensitive receptors. Therefore, the Prior FEIR determined that noise impacts
would be less than significant.
Proposed Project Analysis and Conclusion
Construction
Future construction activities associated with the development of the
proposed sites could generate short-term construction noise. This would
produce similar construction noise impacts as identified in the Prior FEIR.
Consistent with the Prior FEIR, the future housing development projects would
be required to comply with the City’s Municipal Code requirements for
construction noise, including restrictions on permissible hours of construction
and compliance with the established maximum noise level threshold, which
would ensure that construction noise impacts remain less than significant.
Operation
Traffic Noise Impacts
Future development of the proposed sites would generate additional vehicle
trips. As explained in Section 2, Project Description, maximum buildout of the
proposed sites is within the scope of and would result in fewer housing units
than what was analyzed in the certified Housing Element Update FEIR.
Therefore, implementation would result in lower overall trip generation and
would not result in a doubling of traffic volumes on any roadway segment
