City of Pleasanton—Additional Housing Sites Rezonings Project
Addendum CEQA Guidelines Section 15164 Addendum

110
near the proposed sites. As a result, traffic noise levels would not increase by
3 dBA, much less a 4 dBA increase that the City considers to be significant.
Therefore, project-related traffic noise impacts would remain less than
significant.
Compliance with Applicable Plans, Policies, or Regulations
Like the development contemplated in the Prior FEIR, future development
facilitated by the proposed project could expose new noise-sensitive uses to
traffic or railroad noise levels in excess of the City’s established normally
acceptable noise land use compatibility standards. However, the proposed
project would not expand the scope of development evaluated, introduce
new development types, or increase development intensity beyond what
was previously analyzed, and as such any future development projects
would be required to demonstrate compliance with General Plan Noise
Element Policy 1, 2, and 3 and incorporate any necessary project design
features that would reduce traffic noise impacts for proposed development
on that project site.
Therefore, compliance with Noise Element Policies 1, 2, and 3 would ensure
that the proposed project would not result in a new or more severe adverse
impact that was not previously identified and disclosed in the Prior FEIR. No
further analysis is required.
Stationary Operational Noise Impacts-Mechanical Equipment Operations
Like the development contemplated in the Prior FEIR, stationary sources, such
as mechanical equipment, from future development facilitated by the
proposed project could exceed the City’s 60 dBA property line standard if
located within 25 feet of the boundary. However, required adherence to
Noise Element Policies 1, 2, and 3, including Programs 1.1, 1.3, 1.5, 3.1, and
3.2, which require project-specific noise studies and noise attenuation
features to ensure projects meet acceptable interior and exterior noise level
standards, would ensure that stationary source impacts would be reduced to
less than significant.
Therefore, impacts would be less than significant, and the proposed project
would not result in a new or more severe adverse impact that was not
previously identified and disclosed in the Prior FEIR. No further analysis is
required.
