City of Pleasanton—Additional Housing Sites Rezonings Project
Addendum CEQA Guidelines Section 15164 Addendum

112
c) Excessive Noise Levels from Airport Activity
Would the project: For a project located within the vicinity of a private airstrip or an
airport land use plan or, where such a plan has not been adopted,
within two miles of a public airport or public use airport, would the
project expose people residing or working in the project area to
excessive noise levels?
Summary of Prior FEIR
According to the Prior FEIR, future development under the General Plan
would not expose people living or working in the Planning Area to excessive
noise from the Livermore Municipal Airport or any private airstrip. Existing and
projected airport operations are driven by regional aviation demand rather
than by the City’s growth, and any increases in single-event aircraft noise
would occur regardless of General Plan buildout. While some existing
residences may experience occasional aircraft noise, new development
near the airport would be required to incorporate noise-attenuation
measures consistent with General Plan policies, including limits on interior
noise levels and design standards for areas affected by aircraft or rail noise.
Because the General Plan includes policies requiring mitigation for new
sensitive uses and because airport-related noise levels are not expected to
increase as a result of the project, implementation of the General Plan would
result in less than significant impacts related to airport or airstrip noise
exposure.
Proposed Project Analysis and Conclusion
Consistent with the Prior FEIR, the proposed sites are located well outside any
airport’s 60 dBA CNEL noise contours and are not located within an ALUCP
area because they are located more than 3 miles from the Livermore
Municipal Airport. As a result, future development on these proposed sites
would not expose persons residing or working at the sites to noise levels from
airport activity that exceed normally acceptable standards. Therefore,
impacts would be less than significant, and the proposed project would not
result in a new or more severe adverse impact that was not previously
identified and disclosed in the Prior FEIR. No further analysis is required.
Conclusion
With regards to Noise, the Addendum demonstrates that:
1. No new or more severe impacts related to the proposed project or its
site have been identified.
