City of Pleasanton—Additional Housing Sites Rezonings Project
CEQA Guidelines Section 15164 Addendum Addendum

111
b) Generation of Groundborne Vibration or Groundborne Noise Levels
Would the project: Expose persons to or generation of excessive groundborne
vibration or groundborne noise levels?
Summary of Prior FEIR
Construction associated with buildout of the General Plan would generate
temporary noise from equipment, worker travel, and site activity, but these
effects would be limited by the City’s Municipal Code, which restricts
construction hours and noise levels. Larger projects would undergo
project-specific review, allowing additional mitigation where needed, and
the City’s enforcement program would continue to address any complaints.
Groundborne vibration would also occur intermittently during construction,
with the potential for structural damage or annoyance only when
high-impact activities occur close to buildings or sensitive receptors. Most
projects requiring pile driving would be reviewed through the PUD process,
and Program 1.6 of the Noise Element requires vibration studies to ensure
appropriate safeguards. With these regulatory requirements and review
procedures in place, construction-related noise and vibration impacts under
the General Plan would remain less than significant.
Proposed Project Analysis and Conclusion
Consistent with the Prior FEIR, future construction activities associated with
development of the proposed sites could generate groundborne vibration.
However, required compliance with Program 1.6 of the Noise Element would
ensure that potential construction vibration impacts generated by future
development projects would be reduced to less than significant.
Operational vibration impacts would remain less than significant because the
land use types (residential and commercial) would not generate permanent
sources of groundborne vibration; therefore, operational vibration impacts
would be less than significant.
Therefore, impacts would remain less than significant, and the proposed
project would not result in a new or more severe adverse impact that was
not previously identified and disclosed in the Prior FEIR. No further analysis is
required.
