City of Pleasanton—Additional Housing Sites Rezonings Project
CEQA Guidelines Section 15164 Addendum Addendum

115
Future development would be consistent with the Housing Element,
Inclusionary Zoning Ordinance, and other City policies, contributing toward
the City’s RHNA. As stated in Section 2, Project Description, the 2023-2031
Housing Element was adopted subsequent to certifying the City of
Pleasanton 2023-2031 (6th) Cycle Housing Element Update Program
Environmental Impact Report (State Clearinghouse No. 2022040091, Housing
Element Update FEIR, Resolution No. 23-1357) which evaluated the
development of a maximum of 7,787 residential units across the city.
However, five of the sites analyzed as part of the certified Housing Element
Update FEIR were ultimately removed from consideration before the Housing
Element Update was approved. Despite their removal from the approved
Housing Element Update, the Housing Element Update FEIR included a
comprehensive analysis of these five sites, which account for a combined
potential buildout of 1,732 units, 294 units more than the net new units
proposed herein. As such, related growth has been previous analyzed as part
of the greater General Plan environmental analyses.
The General Plan’s land use pattern emphasizes compact, mixed-use, and
infill development near transit, employment centers, and existing
neighborhoods, reducing pressure for outward expansion and supporting
efficient provision of services. Policies promoting transit-oriented
development, reuse of underutilized parcels, and clustering of housing near
commercial and transportation hubs help ensure orderly, logical growth. With
these growth-management tools, infrastructure planning requirements, and
land use policies in place, population and housing increases associated with
General Plan buildout would result in less than significant impacts.
Proposed Project Analysis and Conclusion
Population growth associated with the proposed project would be consistent
with regional and local growth projections. Plan Bay Area 2050 identifies the
City as part of Superdistrict 15 (East Alameda County), which is forecast to
accommodate substantial household growth through 2050 (approximately
60,000 new households). The proposed project's net increase of 1,438 units
would fall within the range of growth anticipated by regional planning
documents and would not represent unplanned population growth.
Accordingly, the proposed project would not induce population growth
beyond that contemplated by the regional forecasts.
Furthermore, population growth associated with the proposed project
continues to fall within the City’s RHNA.
