City of Pleasanton—Additional Housing Sites Rezonings Project
Addendum CEQA Guidelines Section 15164 Addendum

116
The proposed project does not increase the City’s RHNA obligation, expand
the geographic extent of urban development beyond what was evaluated,
or introduce new growth-inducing infrastructure. Future development on the
proposed sites would remain subject to the same planning, zoning, and
regulatory framework relied upon in the Prior FEIR and General Plan, including
requirements for consistency with the Housing Element Update, General Plan
policies addressing growth management, and applicable environmental
review requirements. Therefore, impacts would be less than significant, and
the proposed project would not result in a new or more severe adverse
impact that was not previously identified and disclosed in the Prior FEIR. No
further analysis is required.
b) Housing Displacement/Replacement Housing
Would the project: Displace substantial numbers of existing people or housing,
necessitating the construction of replacement housing elsewhere?
Summary of Prior FEIR
The Prior FEIR concluded that buildout of the General Plan would result in a
net increase in housing units, would not have direct physical impacts related
to the displacement of housing units, and no impact would occur.
Proposed Project Analysis and Conclusion
As previously described, the proposed sites have current uses as commercial
offices and commercial retail stores. The demolition of these structures for the
addition of housing developments would not displace any existing housing.
Therefore, no impact would occur, and the proposed project would not
result in a new or more severe adverse impact that was not previously
identified and disclosed in the Prior FEIR. No further analysis is required.
Conclusion
With regards to Population and Housing, the Addendum demonstrates that:
1. No new or more severe impacts related to the proposed project or its
site have been identified.
2. There are no new circumstances involving new or more severe impacts
which were not discussed by the Prior FEIR.
