City of Pleasanton—Additional Housing Sites Rezonings Project
Addendum CEQA Guidelines Section 15164 Addendum

124
a) Affect to Circulation System
Would the project: Conflict with a program plan, ordinance or policy of the circulation
system, including transit, roadway, bicycle and pedestrian
facilities?
Summary of Prior FEIR
The Prior FEIR evaluated impacts to the circulation system primarily through
Level of Service (LOS) standards, congestion management policies, and
multimodal planning goals. Buildout of the General Plan would add traffic to
both local and regional roadway networks; however, these increases were
anticipated in regional planning documents and were evaluated using the
City’s traffic model and Countywide Travel Demand Model.
The General Plan includes a comprehensive Circulation Element emphasizing
roadway improvements, multimodal connectivity, and transportation
demand management strategies. It specifically promotes transit access,
bicycle and pedestrian mobility, and integration of land use with
transportation planning. The Prior FEIR found that development would not
conflict with adopted policies for transit or active transportation and would
instead improve transit access and amenities. The Prior FEIR concluded that
impacts related to conflicts with transportation plans and policies would be
less than significant.
Proposed Project Analysis and Conclusion
Future development consistent with the proposed project would contribute
to and increase the use of transit, bicycle, and pedestrian facilities in the City.
The proposed project is not forecast to generate transit, bicycle, or
pedestrian use that would exceed the capacity of area facilities to serve that
demand. Development consistent with the proposed project would be
required to adhere to all applicable federal, State, and local policies related
to the circulation systems, including General Plan goals, policies, and
programs, as well as applicable regulations in the Hacienda Design
Guidelines.
Consistent with the Prior FEIR, the implementation of the proposed project
would be subject to all applicable City guidelines, standards, and
specifications, and, as such, the proposed project would not conflict with
adopted policies, plans, or programs. Therefore, impacts would remain less
than significant, and the proposed project would not result in a new or more
severe adverse impact that was not previously identified and disclosed in the
Prior FEIR. No further analysis is required.
