City of Pleasanton—Additional Housing Sites Rezonings Project
Addendum CEQA Guidelines Section 15164 Addendum

126
the proposed sites collectively would not result in a significant VMT impact.
When evaluated in combination with all Housing Element Update sites,
overall VMT (21.2 VMT per resident and 30.2 VMT per resident per service
population) would remain above the countywide threshold, and would result
in a significant and unavoidable impact consistent with the conclusion in the
Prior FEIR. However, the proposed project would not increase VMT above the
levels previously analyzed and disclosed. To the contrary, the proposed sites
would reduce overall VMT compared to the 2040 No Project condition and
would not substantially increase the severity of the previously identified
significant impact.
As previously discussed, the Prior FEIR concluded impacts from VMT to be
significant and unavoidable. The proposed project does not alter that
conclusion, does not introduce new VMT impacts, and does not worsen the
magnitude of the previously identified significant and unavoidable impact.
The proposed project would be consistent with the analysis within the Prior
FEIR because, as discussed above, it would not create new impacts, increase
impacts, and there is no new information of substantial importance.
c) Roadway Safety Hazards
Would the project: Substantially increase hazards due to a geometric design feature
(e.g., sharp curves or dangerous intersections) or incompatible
uses (e.g., farm equipment)?
Summary of Prior FEIR
As noted in the Prior FEIR, future developments and roadway improvements
would be designed in accordance with City standards and would be subject
to all applicable General Plan policies. Compliance with City standards and
policies would ensure that future projects would not significantly increase
hazards due to design features or incompatible uses or result in inadequate
emergency access. Therefore, the Prior FEIR concluded that impacts
associated with implementation of the General Plan would be less than
significant.
Proposed Project Analysis and Conclusion
Consistent with the development evaluated in the Prior FEIR, subsequent
projects under the proposed project, including any new roadway, bicycle,
pedestrian, and transit infrastructure improvements, would be subject to and
designed in accordance with City standards and specifications, which
address potential design hazards, including sight distance, driveway
placement, and signage and striping. Additionally, any new transportation
