City of Pleasanton—Additional Housing Sites Rezonings Project
CEQA Guidelines Section 15164 Addendum Addendum

127
facilities, or improvements to such facilities associated with subsequent
projects would be constructed based on industry design standards and best
practices consistent with the Municipal Code and building design and
inspection requirements. The City’s evaluation of projects’ access and
circulation would incorporate analysis with respect to City standards for
vehicular LOS and queueing, as well as for service to pedestrians, bicyclists,
and transit users. Therefore, impacts would be less than significant, and the
proposed project would not result in a new or more severe adverse impact
that was not previously identified and disclosed in the Prior FEIR. No further
analysis is required.
d) Emergency Access
Would the project: Result in inadequate emergency access?
Summary of Prior FEIR
As noted in the Prior FEIR, future developments and roadway improvements
would be designed in accordance with City standards and would be subject
to all applicable General Plan policies. Compliance with City standards and
policies would ensure that future projects would not significantly increase
hazards due to design features or incompatible uses, or result in inadequate
emergency access. Therefore, the Prior FEIR concluded that impacts
associated with implementation of the General Plan would be less than
significant.
Proposed Project Analysis and Conclusion
The proposed project does not authorize or involve construction, subdivision,
or physical development activities. Accordingly, the proposed project would
not directly affect roadway conditions or emergency access. Future
development that may occur on the proposed sites would be of the same
general type, scale, and intensity as development contemplated and
evaluated in the Prior FEIR and would be subject to the same regulatory
framework and review requirements relied upon in that analysis. Any future
subdivision or development would be required to demonstrate compliance
with applicable emergency access standards and to coordinate with
emergency service providers, consistent with existing Municipal Code
requirements. Pursuant to the Subdivision Ordinance, Chapter 19.36, of the
Municipal Code, emergency access to the proposed sites would be subject
to review by the City and responsible emergency service agencies, thus
ensuring the projects would be designed to meet all emergency access and
design standards.
